Cathy Guo, also known as Qi Guo, is a passionate advocate for global educational equity and a distinguished alumna of Douglass Residential College, Rutgers University. As an international student arriving in the U.S. at age 18, Cathy found a nurturing and empowering environment at Douglass. The College became her home away from home, offering her transformative experiences through scholarships, mentoring, and leadership programs such as the Public Leadership Education Network (PLEN). These formative years, combined with her graduate studies at Harvard University’s Kennedy School of Government, ignited her lifelong commitment to education policy and public affairs. Cathy’s professional path includes impactful roles at UN Women in Beijing, an agricultural development nonprofit in Uganda, and a refugee camp in Lesbos, Greece. In each of these settings, she championed women’s education and advancement, gaining firsthand insight into the complexities of global conflict and the power of education to drive change. Her work reflects a deep belief in equality and the potential of education to transform lives. Currently, Cathy serves as the Executive Director of WinPlus Education and Technology, a Boston-based company that delivers personalised and affordable educational services to K–12 students in China. Located in Harvard Square and supported by a team of Harvard, MIT, and Yale alumni, WinPlus uses cutting-edge technologies—including AI and IoT—to livestream courses and expand access to quality education. Cathy’s leadership has been instrumental in navigating the challenges of the COVID-19 pandemic and turning adversity into innovation. Beyond her professional achievements, Cathy remains deeply connected to Douglass College. She serves on the Douglass Advisory Board, contributing to alumnae and student engagement initiatives and mentoring international students. Her company has also provided internship opportunities for Douglass students, helping them gain exposure to the nonprofit and education sectors. Cathy’s dedication to giving back is rooted in the profound support she received during her own college years, and she continues to enrich the Douglass community with her experience, insight, and generosity. Cathy lives in New York City with her husband Cedric and their daughter Evelyn, balancing a global career with a strong commitment to family and community. She made history as the first professional female football player in Argentina, leading the struggle for the labour recognition of women in football. Her campaign, which gained worldwide media attention and mobilised thousands of women, positioned her as a global reference in the fight for the labour rights of female footballers, while consolidating her role as an influential activist for gender equality and human rights. Her commitment has established her as one of the leading voices in the region for women’s rights and youth empowerment. Macarena served as the Executive Director of the National Youth Institute of Argentina (INJUVE), becoming the official representative of Argentine youth within the national government and at international forums. In this capacity, she led the design and implementation of comprehensive youth public policies in the areas of employment, education, housing, sustainable development, environmental awareness, gender equality, and sports. Her leadership placed youth at the centre of the national agenda, while also strengthening Argentina’s presence in global youth dialogues. Through this role, she created inclusive opportunities for youth participation, consolidated institutional frameworks, and advanced programs aligned with the Sustainable Development Goals (SDGs). She was later appointed Undersecretary at the Ministry of Tourism and Sports of Argentina, where she was responsible for the design and implementation of national sports policies. In this capacity, she promoted programs that strengthened access to sports across the country, fostered gender equality within sports institutions, and advanced initiatives that used sports as a vehicle for social transformation and community development. She also integrated sustainable development strategies and environmental awareness into the national sports agenda. Her leadership was key in building inter-institutional collaboration between government bodies, civil society, and international organisations to expand the impact of sports policies nationwide. In addition to her public service, Macarena has remained a prominent human rights activist, advocating especially for women’s rights and for the democratisation of access to sports. Her work continues to inspire new generations, combining her background as a professional athlete with her political and social leadership. As the IYC Representative of Argentina, Macarena aims to strengthen the role of Argentine youth in global decision-making processes, build bridges with international partners, and promote inclusive, sustainable, and equitable policies that empower young people to become transformative agents of change.
